Monthly Crime, Arrest and Firearm Activity Report (Greenbook)

New York State law enforcement agencies submit monthly crime reports to the Division of Criminal Justice Services (DCJS).  These submissions are reported one of two ways: aggregate level reported under the Uniform Crime Reporting System (UCR) or incident level as reported under the New York State Incident Based Reporting Program (IBR).  The UCR and IBR programs are the sources of official crime statistics for New York State counties and jurisdictions.  Consistent with the reporting of national crime statistics, New York reports on Index crimes (see definitions), which include the violent crimes of murder, forcible rape, robbery and aggravated assault; and the property crimes of burglary, larceny, and motor vehicle theft.

The Monthly Crime, Arrest and Firearm Activity Report provides preliminary information on reported Index crimes outside of New York City, along with arrest information submitted by law enforcement to the New York State Computerized Criminal History database.   This monthly publication provides jurisdiction specific detail on primary jurisdictions within Operation IMPACT.

Operation IMPACT is New York State’s comprehensive crime fighting program designed to achieve sustained, long term crime reduction across the state. Established in 2004, Operation IMPACT provides support to the 17 counties that account for 80% of the crime outside of New York City.

To assist stakeholders in monitoring the reported crime and arrest activity in the 17 primary IMPACT jurisdictions, the Monthly Crime, Arrest and Firearm Activity Report includes monthly crime and arrest statistics for the following jurisdictions:

Due to Operation IMPACT’s focus on reducing firearm-related violent crime within New York State, DCJS is also tracking several firearm-related statistics.  Violent crimes involving firearms are extracted from the monthly UCR and NYSIBR data files submitted by law enforcement agencies.  The firearm activity data, which includes the number of shooting incidents and the number of persons killed by gun violence, are self-reported by law enforcement agencies participating in New York State’s Operation IMPACT program. 

All Data is Preliminary and Subject to Change

As a condition of funding, IMPACT jurisdictions are required to submit reported crime data to DCJS within 30 days after the close of the monthly reporting period.   Due to this relatively short time frame and the investigative nature of crime, the monthly statistics published in the IMPACT report are considered  preliminary and subject to change.
