On-line Breath Analysis Recertification
Since 2006, DCJS has offered police agencies the opportunity for significant cost savings over the traditional classroom method of recertifying Breath Analysis Operators through the use of an on-line Breath Analysis Operator Recertification program. Users may log onto the website at: https://www.nydcjssims.com/login/msslogin.php to create an account and complete the recertification over one or more session. Courses may be completed from anywhere with internet access including mobile data terminals in one or multiple sessions.

New “Paperless” Procedure for Distribution of Certificates of Completion
Executive Law section 841 authorizes the Division of Criminal Justice Services, Office of Public Safety (OPS) to approve basic and in-service training programs for police officers and peace officers and issue appropriate certificates attesting to satisfactory completion of such training programs. Traditionally, such certificates were generated on paper and mailed to the course director via U.S. Mail for dissemination to the students.
Effective February 1, 2010, OPS will no longer issue paper certificates and will commence issuing certificates electronically via email. The certificates will be produced in Adobe portable document format (.pdf) and be emailed to the course director for dissemination. Course directors may elect to print the documents for dissemination or they forward them electronically to the students. The only software required is Adobe Reader and may be downloaded free from http://get.adobe.com/reader/.
The procedures for filing course documentation will not change. Course directors will continue to submit curricula and Class Rosters/Notification of Completion forms in the same manner pursuant to Title 9 of the Official Compilation of Codes, Rules, and Regulations of the State of New York, Parts 6020, 6021, 6022, 6025 and 6026.

*********Security Guard Training Schools*********
Shipment of Part I and Part II Optical Mark Reader Forms (Bubble Sheets)
Effective January 1, 2009, the division of Criminal Justice Services is no longer able to incur the cost of shipping the Optical Mark Reader (OMR) forms. In order to continue providing and reporting security guard training mandated by General Business Law Article 89-n, approved security guard training schools will be responsible for costs associated with shipping OMR forms.
OMR forms will be ordered in the same fashion (reference Training Bulletin 699-7-95); however, the school must provide the Division with a valid account number from a shipping company. All requests should be faxed to the Division of Criminal Justice Services, Office of Public Safety at (518) 485-7639 and include the school ID# and valid shipping account number.
As always, any questions or concerns regarding security guard training may be directed to Security Guard Program staff at (518) 457-4135. Thank you for your continued participation in the New York State Security Guard Program.

Update: Basic Course for Police Officers
Two new student level objectives to reflect the changes made to Criminal Procedural Law Article 210.16 - Procedure for defendant HIV testing were added to Part 5B "Community Resources-Victim/Witness Services" and Part 7H "Sex Crimes." Both curriculum outlines were also updated to provide instructional content for the new learning objectives.
Effective upon approval of the Governor is the inclusion of a new section of instruction titled Part 7M "Human Trafficking" located in the Investigations Unit of the Course. This is a two hour segment of instruction providing an overview of New York State Human Trafficking Legislation and its implications; insight into identifying the crime of trafficking, possible victims and traffickers, and guidelines for investigating and assisting the human trafficking victim. A human trafficking appendix with related materials has also been included for your reference.

Approved by the Governor is the inclusion of a new section of instruction titled Part 4S "Off-Duty and Plain Clothes Police Encounters" located in the Law Enforcement Skills part of the Course. This is a two hour segment which reflects vitally important officer safety training both on and off-duty. It insures officers are trained to deal with other officers they encounter who may be in plain clothes. Although this training was designed to be included in the Basic Course for Police Officers, law enforcement executives are encouraged to use the training curriculum during in-service training.

Update # 4
On September 1, 2010 the Municipal Police Training Council approved an amendment to the Basic Course for Police Officers. This notable change adopted by the Council affects the results of testing on the training in Part 2D “Physical Fitness and Wellness.” It will be found in the Introduction to Law Enforcement part of the course. The change reflects the most current police training objectives a newly appointed officer needs to minimally meet the task analysis for the widely varied class of police officers in New York.
Update # 5
Instruction and discussion is intended to develop an awareness about cultural diversity, prejudice, discrimination, sexual harassment, biased policing and bias related (hate) incidents. This amendment to the prior training course reflects the changes in law through 2010.

Update: Basic Course for Peace Officers
Chapter 491 of the Laws of 2010 modified the Criminal Procedure Law to eliminate the part-time basic training standard peace officers and to increase the maximum number of hours the Municipal Police Training Council may prescribe for peace officer basic training. Additionally, peace officers armed statutorily by virtue of their designation are no longer required to complete initial firearms training unless authorized by the employer to carry or use a firearm in the performance of their official duties.
Effective for peace officers appointed on or after June 2, 2011, the Municipal Police Training Council has approved modifications to the Basic Course for Peace Officers to be commensurate with the authority granted such persons. Update: Police Officer Equivalency Course
The Municipal Police Training Council approved modifications to the Police Officer Equivalency course which allows OPS to review prior police training and experience gained while an officer was employed by an agency outside New York State. The new program leverages the proficiency testing model that has proven successful in the Police Officer Refresher program.
